It's possible some blue-haired staffer at Twitter is pushing the trendc, but I would also not be surprised if Twitter's algorithm gives some super high influence score to corporate/state media employees. This creates the perfect synergy for the media. They can show fluff TV segments and write bullshit articles about "What's trending this week!?" when the trends are in fact created by them.
