I always say that to mock critics who clap like seals at the latest race/gender swapped reboot or modern day feminists who think they are courageous by condemning rape in the western world. Also teens who think they are brave by posting about being “anti-racist”.
I saw others using it to mock the people described above but who said it first? Was it something feminists started?
I don't know the origin, but back when I first started seeing it (around the time Bruce Jenner chopped it off) they seemed to be using it to imply that troons aren't disgusting ghouls. They didn't get much mileage out of it, and it's been a long time since I've seen the phrase used unironically.
