As far as the powers that be are concerned, I believe that answer to be yes. Sure, they may rob a neighborhood store or rape a girl in their (poor) neighborhood, but they do not have the means, wherewithal or social capital to be any sort of threat to the established order. Immigrants are establishment-friendly almost everywhere - the same establishment that brought them in.

I don't think the banks are afraid of Muslim minorities.
