Why does the FDA have a tobacco center anyway? Isn't there a Bureau of Alcohol Tobacco and Firearms? The ATF decides which firearms are legal, why can't they do the same for tobacco products? Why does the Food and Drug Administration do it? Why not the USDA? It's an agricultural product after all. Why not the EPA? It pollutes right?

Your presumption about the ATFs responsibilities are wrong. They are a revenue generating agency spun off from the IRS. Their remit is to manage the collection of taxes payable for those products, including taxes related to National Firearms Act and Gun Control Act regulated weapons, fees related to Federal Firearma Licensees and Special Occupation Tax Licensees. They were created specifically to offfload some of the bloat from the IRS itself.
They then bloated into what they are today.
Why do we have 3 agencies constantly doing each other's work? Why do we need the ATF and FBI to investigate gun crimes? Why do we have the FDA and USDA regulating milk production?

Reading past the clickbait headline, all the FDA said was that vaping is better for you than smoking. It's not like they're recommending everyone go buy Vuse e-cigs. In fact, they said to not go buy them, and that they're still not healthy. They're just healthier than smoking cigarettes.
It's kind of like if I told you that getting shot in the leg is better than getting shot in the heart. I'm still not recommending you get shot. Just, you know, if you had to choose between the two.
They tried/are trying to ban all ecigarettes and vapes. Led the charge 2 years ago and ended up getting it put to age 21 to buy. Now, they are approving one, even tacitly, it because of RJ Reynolds bribes. There's no other message than that because that is what happened.
