I didn't promise them shit. A government that continually writes checks on my behalf, against my wishes and to the absolute detriment of my nation, is not a legitimate government. This goes double when it becomes clear that those detriments are actually the goals. Being forced to uphold their promises is not "honor".
"You" here is your nation, via your government (and your military). It's a question of honor in relation to the very specific people who were ready risk everything, or even to kill for that matter, in exchange for your promises. Also future credibility, or lack thereof.
It's not about random people who just pushed their way into aircraft (which is great most of them). What to do with them? Perhaps send them to Tajikistan, which is anti-Taliban and maybe could settle them in the border areas among local Tajiks and make a loyalist militia out of them (could also come handy in dealing against domestic Islamists, as Saddam did with his use of Iranian refugees). You can retain people of your choice among them. For one example, trained Blackhawk pilots who escaped to Uzbekistan. Afghan glow agencies personnel for their knowledge of the "new Afghan partners" - and for their knowledge of you. And so on.
Also send back just all the Haitians. You don't owe them shit, it's only you who periodically go there to fix their own various issues out of your goodwill. You also have zero use of them whatsoever. Every one of them, by ships, so they stop coming.
