I've started to be reminded of a documentary I saw 20 years ago about Southern moonshine culture. You'd hear through word of mouth that someone had a still and sold shine, you'd go over there, put some money in a tree stump, walk away and do something else for 10 minutes or so, then when you returned to the tree stump there was a jar of moonshine waiting for you. If you put out good product the local sheriff would tip you off before raids so you didn't get caught or your still destroyed.
I suspect there is going to be a lot of that sort of informal economy in every aspect of society. If you're not allowed to go to the grocery store, then maybe you know a farmer and he just sells you meat or produce. Or you grow your own food. Can't go to a restaurant? Well one of your neighbors does "BBQ Thursday" and always cooks extra for friends and family. Bring a side, some beer, or some cash.
The first thing that needs to be done is to setup self-sufficient systems outside government control; people are afraid to act because they think the state keeps them alive.
This also builds support groups in an approachable way, rather than trying to find a bunch of guys looking to burn down legislatures or what have you.
