Germany was rebuilt with the help of former Nazi officials because they were more or less rebuilding the same society minus Hitler IMO. On the other hand, Japan had to be razed to the ground because when you have a pseudo religious monarchy with a citizenry who was willing to fight to the death, a nuke is more effective than a ground invasion. I could say something similar about Afghanistan.
I think someone like Sherman understood that. Whether your society is able to stomach that is another matter entirely.
