Germany didn't want to dominate Europe.
Hitler gave Britain many, many surrender agreements all of which basically amounted to stopping the fighting and Britain paying minor restitution.
Churchill was an idiot who allowed his cities to be bombed to assuage his own ego and placate the City of London.
Why would Britain accept that? They were the biggest power in Europe at that time.
Why would a country accept a favorable surrender agreement when they'd all but lost the war?
Better question: Why did Hitler direct his airforce to avoid bombing civilian centers when possible?
Britain lost that war. Hard. It was only because the Germans saw them as brothers that they weren't simply wiped out.
You've been watching too many Hollywood movies.
Britain was already weak by the mid 1930s. It was in no way the "biggest power" and their war and battle results shows as much.
Britain didn't accept the surrender because they knew they would do something foolish: attack the USSR and declare war on the US. They just had to be patient.
If the Germans didn't attack the Soviets then Britannia would today be in the Soviet Bloc.
