When it comes to women complaining, it probably stems from insecurity and the feeling of inadequacy more than anything else. When I see a dude character, such as Gray from Fairy Tale for instance, do the same, at no point do I feel it's "crude appeal." In fact, he's a perfect example. Where are the legions of outraged women there?
It's just fiction; I can differentiate between reality and fiction. Hell, you could even look at shoujo/josei manga and see tons of fan-service directed solely at women (yaoi anyone?) that none of these people, who incessantly complain about scantily clad women, ever seem to mention or even care about. Fan service exists. Society shouldn't cater to people who feel insecure. Those people should sort their own issues out themselves or move on to something different that doesn't make them feel uncomfortable.
Even outside of anime/manga, you'll see these same women posting or commenting on pictures of attractive male celebrities — it's hypocrisy in its purest form.
