There is, if you are being clever about it. You'd either have to do an occupy operation (which requires aggressive logistical support), or a sprint (where you go in fast, unannounced, and get out before anyone can react). You'd basically have to do the equivalent of a MAGA flashmob, chant something, and then take off running before the police seal every major road out of the city because all police resources will be taken off the streets involving drug-busts, gang crime, murders, rapes, and fires; just to go after you.
Anyone who goes is a fool. There is no reason to march into enemy territory just for a show of force - doing that will not secure you victory.
