Because you see, at the time these guys were still just rebels and didn't even control the entire country as they do now (expect only Panjshir Valley, which is theoretically a natural fortress but can be just shelled into submission, or starved).

Only Afghanistan was, and the thing is it wasn't even an invasion - the Afghan government asked for it through its UN seat and the UN approved the whole thing.
