That's almost necessary if you're any sort of business that does contracting/construction work and want big corporation or government jobs. I've worked on both sides of that transaction and it's almost standard operating procedure in my industry. When I was on the buying side, I had to specifically check a box that I'd included woman/minority businesses in the bid. I didn't have to pick them, but they had to be included.
