There is no way that the FDA could allow its approval team to say "no" to approval on this; it would mean undermining political goals, and the FDA is first and foremost a political institution.
Exactly. After hundreds of millions of doses, NOBODY is going to come out and say "oh whoops, this is useless at best and possibly harmful, our bad, tee-hee!". That person would commit suicide by two bullets in the back of the head, there are hundreds of billions of dollars riding on this.
