They were either fleeing to Pakistan or surrendering.

Two Taliban leaders were facilitating surrenders until the Americans suddenly arrested them and shipped them to Gitmo. Where they remained until the Americans excahnged them for a traitor deserter, now they lead the Taliban again (polititically in Doha, commanders on Afghanistan are a new generation).
