My parents grew up in communism. Lounging around doing nothing was among the things no-one was allowed to do. The police even raided daytime cinema sessions to interrogate people about why they weren't working. Salaries were low and largely random with little connection to the value created. These weaklings would be in for a surprise if it ever happened.
Same thing my grandma was telling me about Romania. Everyone was working because you had no choice and if you did not have connections you were kind of fucked. You would also work where they told you, if they wanted more people in another part of the country they would just relocate them without a second thought. No one cared that you wanted to be a writer when they needed welders for instance.
Little connection to value created doesn't mean random. I suspect there would be a strong connection between higher salaries and connections with the people who make those decisions.

Salary is for peasants, proper apparatchik needs no stinky money to have everything he ever wanted provided by the system.
