It is the Sweden/New Zealand model: Buy up all the properties, turn them into rentals no one family can afford. Meanwhile, keep pay low and jobs shitty so that you can keep people indebted to you, and the only ones who will rent are the ones who can't legally take you to court and group together to in large numbers to afford your outrageously high numbers. People who don't own land historically are less likely to be anything but complacent.
