It absolutely has to do with the location. In my neck of the woods, a lot of people are offering sign-ons, but you need to work for a certain amount of time before you get the bonus so that people cant game it. Additionally, $16/hr would be considering very good money (its about $3/hr more than I make working a reasonably skilled job). And $27/hr would be considered EXTREMELY good money. We are talking "very few jobs above you" level money. You need to be in a highly skilled job to even get close to that kind of money (ie: the welders at a local manufacturing plant make between $18/hr-$24/hr, but also only work 32 hr. per week)
