I mean in the class of people that enforce the rules.
I don't think any of the people who write up mask mandates genuinely believe in them.
I think the low-level people who enforce the rules where I work believe in them. As you go up the food chain approaching the CEO and his underlings you probably get people who "believe" in them in theory -- for the little people -- but also believe they're "smart enough to take the proper precautions" so they don't need to wear them.
