This is part of the attack on Xi/She/Her's political enemies. Tencent is owned by a billionaire(s?) who pissed off the establishment. Jack Ma and several others over the past few years have been getting hit over the head for this. Mainly for moving money out of china and making the country look bad for investments with their bullshit moves.
Two different factions (really three) are fighting it out for control of the Bandit Kingdom. You have the militarist faction led by Xi who wants to use a war to jumpstart their economy and kill off the useless eaters in their society, and then you have the merchant faction that just wants make money.
The funniest thing about that is that it doesn't really matter. They're both profoundly immoral and hopelessly corrupt, and if it were up to me Chinese investment in U.S. companies would be outlawed.
