Europe would support liberal whites and blacks because of Critical Racism.
Russia would support normal whites because they will need strong white countries to side with them against China - easier to rebuild America than to teach Germans not to be pussies.
If the United States falls to civil war the Europeans will not do a damn thing. With the complete loss of most of NATO's military power, the EU would be largely helpless, with the Russians able to demand and do whatever they felt like it.
The EU would hem and haw and sputter, but they wouldn't do much.
The Chinese will take the opportunity to begin devouring outlying regions of Asia and Chinese-ifying them by main force. They will probably attempt to support the West Coast leftist groups with funding and supplies, but most likely covertly because doing so would be considered an act of war if the right wing actually wins and takes control. They will definitely take over their half of the Pacific Ocean, either uncontested as the Navy moves to support the West Coast or else by sinking several of our carriers by ramming them with cruise liners and claiming an accident.
The Russians will probably take the opportunity to sink the bulk of the NATO forces in the North Atlantic. They'll also ramp up an unprecedented cyber campaign against the Canadians, knowing that no retaliation will be forthcoming at all.
I doubt any of them will attempt to bring in troops. Both Jinping and Putin are smart enough to realize that the collapse of the United States very likely means a world war, and they aren't going to waste their own troops and reveal their own capabilities too early.
