This is actually how the Senate keeps their session going while everyone's on vacation. One guy stays in DC, opens the daily session, immediately moves to adjourn to tomorrow, and closes the session. As long as no one calls quorum, they don't need to count.
Regardless of the number of lawmakers present, the leader should announce they have the right number for a quorum and hold the vote anyways. Fuck em.
Do they have to show ID to vote within the legislature? If not, this would be a great example for everyone to see the potential for abuse.
Almost certainly not, but an ID is likely required to enter the capitol.
