Do you think this will be a permanent thing and persons without vaccine won’t be able to ever travel again to those countries?
Europe doesn't require a vaccine. The general idea seems to be you have to be vaccinated OR pass a test OR have proof that you recovered from an infection.
Some countries may require quarantines. Those vary in length. Some are only required if you're from high risk areas and others can be skipped if you provide any of the above proofs.

Connected, Issuing, or Verifying EUDCC: Austria, Belgium, Bulgaria, Croatia, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Italy, Latvia, Lithuania, Luxembourg, Poland, Portugal, Spain, Iceland, Norway
Technically ready, but not connected to EUDCC: Cyprus, Hungary, Ireland, Malta, The Netherlands, Romania, Slovakia, Slovenia, Sweden, Liechtenstein, Switzerland
Italics for non-EU countries
My friend just went to Europe and he had to get the vaccine before he went.
