Any investigations the feds need to do - like stopping some powerful mob ring - can be handled by specially authorized DOJ task forces, on a temporary basis, working closely with states' investigation agencies.

And even if you like what certain federal agencies are doing, there's no reason the states can't do that either. Why do you need a federal license to manufacture ammo? That's the most obvious abuse of the commerce clause and run-around 2A there could possibly be.

You may need a federal license to manufacture ammo as a business, and you definitely do to manufacture firearms as a business (which are both unconstitutional infringements) but I've definitely heard of people selling ammo they manufactured/assembled/reloaded themselves.
