"Individuals" are product of society/people they are created and/or raised by; a sick society & culture is naturally harmful to individuals.
This really sounds suspiciously like "society is to blame for the crime of murder". Sure, people are in part the product of society, but why is it that some people choose one course and others another?
It's similar for race (E.G., whites and indians have quite high suicide rates).
A society and culture that doesn't raise people right, which doesn't acknowledge or even attempts to fulfill their needs and to extent desires, or actively promotes harm towards them, naturally impacts and shapes individuals, including their choices, actions, and mental health which informs both.
