They're not "retarded", just dumb. Same way animals with similar IQs aren't "retarded", it's just their natural state. I want to make that clear because I hate seeing them get off as being not criminally responsible. They're not animals either, again, just dumb hominids.

I believe a low IQ is considered "retarded" in the medical sense, though that word has fallen out of usage in the medical industry because it hurts people's fee-fees.
