The hell? It keeps talking about the ANC specifically, and near the end it even highlights volunteers working for free to repair infrastructural damage and collect garbage which the government failed at, using a picture of a bunch of black workers collecting trash from a river.

They are condemning the ANC for being run by blacks. The core criticism is blacks in government, and the ANC is merely an extension of that, according to the article.

The article is not saying that that better political leadership is needed, and stopping at that. It's that better political leadership can't be found among blacks.

South Africa’s cities became hell holes only after blacks started running the country. I note that the “white-run” United States is well represented among the world’s most dangerous cities: Memphis is 17th, Baltimore is 18th, and Detroit is 20th. We all know why. The evidence is there for anyone not deliberately blind. Americans: Open your eyes.
