Isn't, functionally speaking, a pay raise for a medical condition the same as a pay cut for a medical condition opposite?
Like, if you give a certain payment amount to everyone who has 20/20 vision, and a lesser payment amount to the legally blind, does it matter if you word it as "pay bonus", or as "pay demerit"? I imagine you'd get your ass reamed in court either way.
