The only way the US could lose a war against China right now is through unwillingness to do whatever is necessary to win.
China's massive population is its greatest strength, and its greatest weakness. Its urban centers are so ludicrously dense that you would immediately kill hundreds of millions just by nuking a few spots around their west coast.
You can also bomb the three gorges dam; 400 million people live downstream of it, as well as millions of acres of farmland. Mass death and famine would be all but assured. This danger is so sever that it is quite possibly this fact that keeps China from taking Taiwan, not the US threat. Taiwan all on its own already has the capacity to strike the dam.
There's really only one question when it comes to war with China: How many innocent civillians are you willing to kill?
If your answer is 'As many as it takes', it's an easy win.
Let's just hope the US is aware that it would most likely lose a full on war against China if no one else steps in to help.
He's not wrong though, especially considering the current "administration."
