Well, they're right about Asian Americans being heavily discriminated against. Wonder when they'll get around to fixing that in academia and corporate diversity quota initiatives...

Oh, right, this is about "hate crimes", aka yet another tool to push authoritarian agenda under the guise of 'justice'.

They linked to a polling PDF and 1st paragraph of 'Methodology':

The results of this report are based on a survey of 2,766 US residents, ages 18 and over, conducted online between March 29 to April 14, 2021 by Savanta Research.

I jumped around and didn't really read it but they're talking about residents, not necessarily citizens / green card holders AFAIK. Article doesn't cover the influx of 'residents' per H1B visas either... Would be racist I guess.
