I actually think they thought that cops were just gunning down innocent Black men in the street. And conservatives signed on because it seemed like a good idea for the people who enforce the law through force to be monitored doing so.
"More training" and "more oversight" is just one of those things that sounds good to the managerial class who don't want to admit that sometimes there are fuckups and no-win situations where it's simply a roll of the dice as to whether or not things work out.
