I've got to disagree.
To put it in computer terms.
Hardware = the processor, motherboard, gpu, etc.
Firmware = the lowest level software
Software = what runs on top of the hardware+firmware (linux, macOS, android, windows, whatever)
Very different software can run on the same hardware+firmware, yet all software must share certain constraints and attributes that are limited or allowed by the layers below them.
For humans, the hardware is the body, the firmware is neuro-brain-gunk, and the software is experiences, learning, social demands, etc.
Essentially the same hardware+firmware can support software--societies--that range from Mongolian warriors to Tibetan Buddhists to British Puritans to African hunter gatherer tribes to whatever.
Don't downplay the evolutionary aspect or the biological aspect of things. Human males seem to have some basic need to protect "their" women. The modern definition of "their" seems to be white knighting for social media influencers..
I do agree that social programming probably plays a bigger role, but the one is built on the other.
