What is "Advanced Aerospace Threat Identification Program" is that some official government thing?

At best I think this is a coverup operation for US military assets. Not unlike what they did with Bob Lazar. It's suspected he was given access to certain technology and told it was extraterrestrial so he would intentionally leak what they wanted him to link, to fool the Russians.
