Makes perfect sense. Target can afford to rebuild. Other, smaller stores can't. Rioters are their own corporate brownshirts, snuffing out the competition.

Target also likes to quietly collect data on who is shoplifting and will wait until a person hits felony levels of theft before busting them.

I mean, I can't say I really fault them for this. They didn't make the rules in tis case, they're just working within the system.
