Hell even moving to non black areas isn't safe, all it takes is one black army officer driving through your little town without a license plate, you pepper spray him and now you've lost your job and the media has slandered you.

You get South Africa or Brazil: the jobs will move to where the people are who can pay for protection. Instead of going after criminals, you just guard the mansions. That is in itself a great deterrent, since criminals would rather go for unguarded places. And if you're being paid directly by the rich people to protect them directly, they won't ruin your life if you save theirs. If you do have to kill a criminal they'll reward you, at least in private when the cameras are gone.
