It'll be a flipflop move. They'll pretend to hold off for ages, fake a Spike, then say "sorry folks we tried without but we have to now."...

That. Or they're going to refuse it hoping enough sheep demand their own collars. After all an idea thought up by yourself is usually more readily accepted than one forced.
