You're reading a whole lot that isn't there. Military occupation, combined with appointing incompetent people to positions in government that they have no knowledge how to execute, based solely on the color of their skin, is going to create backlash.
You can see that in how the KKK turned from essentially a Confederate Oddfellows group in late 1865, then beginning to shift to a white supremacist vigilante group in April of 1867, about a month after the Reconstruction Act passed, dividing the South into 5 military districts. The generals in command appointed commanders and freed slaves to replace the southern government for 10 years. It was a complete shitshow. Hell, a quarter of the black population starved to death or fell to disease. White southerners didn't have a great deal of agency, other than what they took for themselves. When the authority in charge is incapable (or in this case, maliciously negligent), vigilantism is a natural consequence. The KKK went from a veterans organization to radical terrorists with broad popular support, thanks directly to the actions of the US Congress.
Even if I agree to most of those claims (which I don't think I would, particularly the 25% of all blacks starved to death or died of disease), I think you're distracting from your primary point.
Which is that mass murder, ethnic cleansing, state sponsored terrorism, assassination, lynching, and setting people on fire is good and necessary thing because of "lawless blacks". It's not the first time I've heard the White Supremacist mythos of the hero Klansmen saving the South because of the innate savagery of blacks, jews, and mongrel yankees.
