the defendants developed, implemented, and oversaw practices designed to deceive approving health care providers and reimbursing insurance providers regarding tests that were not validated and not medically necessary

If everyone who did that went to jail there'd be no medical industry to speak of in the US. Or did they get lazy and not even go through the motions of "validating" the tests in such a way as to guarantee the result they wanted?
