I'm curious, what counts as an adverse reaction? I presume with these type numbers it's referring to a serious health issue and not someone saying their arm was sore?
Adverse reactions range from vaccine-induced blindness (yes, this is a thing that happened. 12 times.) to things that required immediate medical attention to the likes of diarrhea or swelling.
In short - unless you have the full data and a complete knowledge of medicine, it could be either way.
