I remember watching a rant from Eli the Computer Guy and in summary, building these software engineering offices will attract high-paying folks to come into these areas for the jobs, which in turn encourages them to spend money towards the community and education, which will then create a new generation of black people that don't have the mentality of "im a nigger, gimme gimme" that will create business in a positive feedback loop.
But Google won't do that because such an endeavor has financial risks. They much rather ask other fucking developers to spend their own hard-earned money to "a Equal Justice Initiative" that basically wants black people to not be responsible for their actions.

Tulsa became black wall street because there was a concious effort to keep money in the community. A dollar would change hands a dozen times before leaving. The spinning wheel on India's flag is symbolic of Ghandi promoting Indians making their own clothes to remove dependence on British textiles.
I think the problem is the managerial state won't allow people to easily invest in their own communities, since it directly threatens power. The people have accepted that the government can arbitrarily shut down whatever it wants.
I wouldn't want to lionise Ghandi's economic policies (or anything about him to be honest but that's another discussion). His autarkic and economically traditionalist pushing kept India impoverished for decades and was part of what made it worse off for so long than it had been under British rule.
