That's because Racialism was always Progressive.

The Chinese Exclusion Act was passed by Democrats, Progressives, and former Confederates. Anti-Asian discrimination was maintained through the Progressive Era, and brought to it's peak with the Internment Camps under FDR.

The Progressives never fucking changed.
