Yes. They were not designed to face terrorism, but to resolve the problem of daily attacks on secularism. We have set up a council of elders of secularism which has drawn up the reference rules for National Education. This was essential in order to deal with the cases facing the staff with clarity. At the same time, we created “values ​​of the Republic” teams, in autumn 2017, in all the rectorates to collect reports, support the teams and find solutions in the field.

This system and the people who drive it have been there day after day for Samuel Paty. Initially, this affair is of low intensity, starting from the course of Mr. Paty and the misunderstanding which is tied with some parents of pupils who think that their children were excluded from the course because they are Muslims. The professor was immediately supported by his principal, who called on the “values ​​of the Republic” academic teams. The questions raised are clarified, the parents, appeased, and the principle of freedom of expression, reinforced.

What happened then?

There is a second step, which clearly stems from a desire to create scandal and to be in a violent position on the part of another father. His daughter, who was excluded for two days for other reasons, was not in Mr. Paty's class, but her father tries to make it appear that this exclusion is related to this class. This is a series of lies. This father comes to college with the militant Islamist Abdelhakim Sefrioui, whose principal does not know who he is. A video is broadcast and a complaint filed by this father. The deputy school inspector then has a discussion with Mr. Paty, a week before the murder  : they are in complete agreement and believe that this aggressiveness e represents an unacceptable threat vis - à-vis the teacher and the school, although she did not go so far as to threaten death. Hence the joint decision to file a complaint. This will be done by the principal herself, with Mr. Paty, at the police station from Tuesday, October 13.

And a time of exchange with the pupils with a framework given to the teachers. For kindergarten, it is obvious that we must be very tactful with the little ones, to whom we must not talk about such violence. But we must be able to provide answers to the questions they may ask. In kindergarten, there will not be a minute of silence but a quiet time.

"No waves" is a phrase I fought from my first day in the ministry. This change in doctrine is very clear. There is still some way to go for it to be fully accomplished, but we have turned the tables. Actors were invited to report all issues related to secularism and violence. We have created a platform that allows every staff member to report a breach. We have made a commitment to respond within 24 hours. And it works. No one should feel alone anymore.

How to fight against a tendency of teachers to self-censorship?

I am not saying that these phenomena do not exist  : there is a psychological dimension, fears… I am well aware that we have lost a lot of ground over the years . But I hope that this drama will allow a collective awareness. Sometimes the problem also comes from families. We must therefore rediscover this iron rule  : parents are not involved in pedagogy. And any aggression by a parent must be followed by a reaction from the institution.

Should Charlie's cartoons be in textbooks?

Respect pedagogical and editorial freedom. We must not censor ourselves. It would be putting your finger in the fatal cycle of intimidation. But everyone must understand that the cartoons of Muhammad do not represent an obsession on our part to make fun of Muhammad! This is the misunderstanding that we must dispel with a part of the Muslim world which, in good faith, thinks that there is a will to aggression. The aggression comes rather from characters who stir up violence by giving false interpretations of what is done and said in France.

No one has the right to cowardice anymore. There is a fight to be waged against an intellectual matrix coming from American universities and intersectional theses, which want to essentialize communities and identities, at the antipodes of our republican model which, for its part, postulates equality between human beings, independently of their characteristics of origin, sex, religion. It is the breeding ground for a fragmentation of our society and a vision of the world which converges with the interests of the Islamists. This reality has plagued a significant part of the French social sciences in particular, I challenge anyone to tell me the opposite. Some do it consciously, others are useful idiots for this cause. But I never meant to say that all universities and their presidents were accomplices  : they are mostly the victims. This can also be seen in the media world, where a man like Edwy Plenel methodically deploys a strategy of conquering minds whose spring is collective self-hatred.

You are also aiming for LFI. Why?

Certain political structures are grafted on this matrix by demagogy, by cynicism, because they seek in Muslims a substitute for their lost voters. Jean-Luc Mélenchon is one republican day and the next Islamo-leftist! He crossed the yellow line on the day of his participation in a demonstration "against Islamophobia" in which some participants compared the condition of a Muslim in France to that of a Jew under the Occupation ... It is a paradox enormous history to see the French far left, for the first time, turn its back on the ideals of the French Revolution for the benefit of a world view closer to that of the United States and in the service of the darkest obscurantism . M. Mélenchon wants to be in history. But it is for this treason that it will appear there. What is needed today, in reverse of these phenomena, is the renewal of a republican consciousness, at the heart of French society and political life. It is this energy in the service of freedom that we must pass on to future generations.
