The only solution is to cut the cities loose
The cities need to be sieged, occupied, and conquered.
Go glow somewhere else.
How do you plan to cut the cities loose without strict border control which will be indistinguishable from a siege?
The cities will absolutely go along with not being a part of the states they're in. Hell they're saying the exact same thing.
