I'm not at all surprised. Is not the point of even the safest vaccines to introduce virus to a body to get an immune response (i.e. build antibodies)? You're intentionally giving a virus to people known to be the most negatively affected by a virus. Of course some of them are going to have adverse reactions. They are in a damn old folks home! No one goes to live there because they are the picture of health.
