Not just strong but proactive. Even strong moral foundations can and do crumble if they advocate stoic pacifism over enforcing punitive responses to attempted subversion.

The rot needs to be actively rooted out and the damage filled in if you want truth to persist. If no-one wants to do the dirty maintenance work it's only a matter of time before collapse.
