.win isn't a site - it's a TLD like .com. A generic name like technology.win is more likely to already have an owner than the kind of names that are unique to the community.
Its how all successful counter insurgencies are successful. If you have a central base that can be seized, then it will be. Make things a little less tracible and you're on to something.
