What can be possibly done? All the other problems can be addressed but I feel like DNS is the final filter. We can't flee "muh private corporations" if we depend solely on other private corporations to not pull the domain from under our feet. Thoughts?

Most people who use radio for this sort of thing use the unlicensed bands (CB, MURS, and FRS/GMRS in the US) with radio equipment which exceeds the legal power limits for those bands. CB is notorious for this: people will run 1KW amplifiers where the maximum legal power rating is 4W.
It's illegal, but (at least in the US) unless you happen to live next door to an FCC field office they probably aren't going to care that you're running a 50W radio on a 2W channel as long as you aren't interfering with an emergency, military, or aviation band.
Eavesdropping is still an issue, but some of the digital radios include encryption. Again, illegal to use on the unlicensed bands, but low risk of being caught (though using a digital mode on a channel where they aren't allowed is going to draw more attention to yourself).
In general I would say that we're going to have to start taking advantage of the fact that the government is "overleveraged" in the sense that there are a lot more laws covering a much larger landmass than it's able to effectively police.
