I'm not sure this was meant to be a political attack. Whoever set this up wanted to limit the loss of life to 0 if possible. They did a lot to attract attention and keep people away:
Gun shots, warning message that broadcast for over an hour, no external demands or engagements.
Targeted the AT&T building to either knock communications out or send a message to AT&T.
It was surely intentional but it wasn't as "Sloppy" as extremist terrorism usually is, it was extremely calculated.
