Trump should sign an EO ordering the DoD to issue $2000 to every member of the "unorganized militia" (which is basically all adults in the US).

On an unrelated note, leaders giving money to the populace is a time-honored way to drum up broad support when said leader plans to act against an unpopular political establishment.
