Sometimes I wonder if it's not going to come to that. There's already a darkweb out there that's protected by the general lack of knowledge of the public in regards to how to access it. I seriously have to think that if it got bad enough we'd all have to start hiding our true intentions underneath a layer of onion routers and heavily encrypted sites, only accessible by those with the know-how to get there.
Basically, we'd have to De-September the Internet.

De-centralized, P2P internet with draconic gatekeeping. Maybe via use of blockchain.
Alternate DNS root maybe? Then just make up our own TLDs
