I thought the justification behind city income tax was that workers use the city's infrastructure, so they should contribute to it's upkeep. Since they're no longer using it, they should no longer be paying towards it.
Of course, the real reason is that the city's in Michigan. With so much being shut down for so long, the city is probably hurting for cash.
